How can a state bordered by an ocean have a drought? Well, thats not how weather works. California is currently experiencing an "extreme drought," according to the US Drought Monitor. In fact, upwards of 82 percent of the state currently qualifies for the agency's "Extreme Drought" category. The dry spell has depleted reservoirs and groundwater reserves, leaving shorelines exposed like never before. Ramps and roads aren't functional as the geography changes, and marinas are scrunching boats into smaller areas. Justin Sullivan's pictures of Shasta Lake and Lake Oroville at 30 percent capacity will make even the biggest optimist look at the glass as less than half full.
